Grounding claims for environmental justice in the face of natural heterogeneities
The article wishes to analyze the ethical foundations of claims for environmental justice. By doing so, it addresses the contested relation between equality and justice. The article also wishes to shed some light into the deep religious background of egalitarian justice. Two sections deal with basic distinctions in theories of justice, as the âequality of what?â-debate and the problem of intrinsic value of equality. Three normative pillars of environmental justice are proposed: a) legal and political equality, b) sufficiency-thresholds, and c) obligations against victimization. These pillars are to be applied to environmental geographical topics, facing the problem of natural heterogeneities, unequal environmental endowments and economic structures. The article intends to provide the reader with conceptual ethical devices and, by doing so, to enable her making solid claims for environmental justice.Abstract: Der Artikel behandelt die ethische Grundlagen von Konzeptionen von Umweltgerechtigkeit sowie das umstrittene VerhĂ€ltnis von Gerechtigkeit und Gleichheit. ZunĂ€chst wird ein Blick in den religiösen Hintergrund des Egalitarismus geworfen und es werden grundlegende Unterscheidungen der Gerechtigkeitstheorie expliziert. Zwei Abschnitte behandeln unterschiedliche Gleichheitshinsichten und die Frage nach einem intrinsischen moralischen Wert von Gleichheit. Im Verlaufe des Artikels werden drei normative GrundsĂ€tze von Umweltgerechtigkeit entwickelt und verteidigt: a) rechtliche und politische Gleichheit, b) eine Suffizienz-Schwelle guten Lebens und 3) Verpflichtungen, andere Personen nicht zu schĂ€digen und zu benachteiligen. Citizen participation in the long-term process of high-level radioactive waste disposal: Future tasks and adequate forms of participation
The central importance of public participation in the search for a repository site for high-level radioactive waste is already recognized both in Germany and in other countries. In this paper, we argue that public participation will have to play a role after site selection as well, especially in the political and sociotechnical decisions in the next stages of the final disposal process. The form of citizen participation should correspond to the specific tasks and follow the principles of safety and justice. In order to show in which cases these principles apply and which form of participation would then be appropriate, we analyze three aspects of participation (co-determination, co-design, and involvement) and look at two cases: the decision on the sealing of the repository and the design of compensations.Die zentrale Bedeutung der Ăffentlichkeitsbeteiligung bei der Standortsuche fĂŒr ein Endlager fĂŒr hochradioaktive AbfĂ€lle ist sowohl in Deutschland als auch in anderen LĂ€ndern bereits anerkannt. Wir vertreten in diesem Beitrag die These, dass BĂŒrgerbeteiligung auch nach der Standortentscheidung eine Rolle spielen sollte, insbesondere bei den politischen und soziotechnischen Entscheidungen in den nĂ€chsten Etappen des Endlagerungsprozesses. Die Form der BĂŒrgerbeteiligung sollte den konkreten Aufgaben entsprechen und auf den Prinzipien Sicherheit und Gerechtigkeit beruhen. Um zu zeigen, in welchen FĂ€llen diese Prinzipien Anwendung finden und welche Beteiligungsform dann angemessen ist, analysieren wir drei Aspekte von Beteiligung (Mitbestimmung, Mitgestaltung und Mitwirkung) und betrachten dazu zwei FĂ€lle: die Entscheidung ĂŒber den Verschluss des Endlagerbergwerks und die KompensationsmaĂnahmen
On Substantiating the Conception of Strong Sustainability
1 Historic Review The idea of sustainability can first be found in 1713 and has since been firmly fixed in German forestry theory. It was later incorporated in the forestry legislation of several countries. During the 19th century, issues of the finitude of natural resources and problems of environmental friendly land use were intensively discussed in Germany. Nachhaltigkeitspolitik in und nach der Pandemie
Der Artikel begrĂŒndet und skizziert eine mögliche Nachhaltigkeitspolitik im Ausgang der Covid-Pandemie. Es wird argumentiert, dass es fahrlĂ€ssig wĂ€re, die durch die Pandemie eröffnete Gelegenheit zugunsten einer Reformoffensive nicht zu nutzen. Der Artikel klĂ€rt die normativen Voraussetzungen und weist nach, dass alle erforderlichen Voraussetzungen fĂŒr eine solche Reformoffensive erfĂŒllt sind. Er identifiziert deren institutionelle Rahmung und deren mögliche Schwerpunkte.
The article substantiates and outlines a presumptive political strategy on behalf of sustainable development. It is argued that the CoVid-19-crisis has opened a window of opportunity for such policy making which shouldnât be missed. All requirements of such policy making are at hand. The article identifies institutions, governance structures, and focal fields of actions.

Kommunikation, Sprache und das Inklusionsproblem der Umweltethik
Der Artikel liefert einen Beitrag zur Lösung des Inklusionsproblems der Umweltethik. Ausgehend von einer diskursethischen Rahmenkonzeption wird âKommunikationsfĂ€higkeitâ als Kriterium direkter moralischer BrĂŒcksichtigungswĂŒrdigkeit eingefĂŒhrt. Es werden im Anschluss an einige Beispiele fĂŒr Kommunikation in der auĂermenschlichen Natur vier Kommunikationsebenen unterschieden, von denen zwei in der auĂermenschlichen Natur vorkommen und zwei humanspezisch sind (in Sprechakten eine Sprache sprechen, Diskurs). Die Ebene der lautlichen und lautgestischen Kommunikation wird als moralisch relevant ausgewiesen. Zuletzt erfolgt ein Vergleich der drei in sich unterschiedlich definierbaren Kriterien âEmpfindungsfĂ€higkeitâ, âInteresseâ und âKommunikationsfĂ€higkeitâ. Dieser Vergleich zeigt parallele Strukturen auf und fĂŒhrt zu einem Vorschlag zum Umgang mit dem Inklusionsproblem.This article contributes to solving the demarcation problem in environmental ethics. From within a discourse-ethical framework a criterion for the âcapability to communicateâ is proposed. After presenting some paradigm examples of communication within the non-human biotic world, four layers of communication are distinguished. Two layers occur in the non-human world, two remain specific to humans (âspeaking a language by using speech actsâ and âdiscourseâ). It is argued that vocal and vocal-gesture communication is of moral relevance. Finally, three criteria for moral considerability are compared: âsentienceâ, âinterestsâ, and âcapability to communicateâ. This comparison points to parallels and implies a proposal of how to deal with the demarcation problem

Nachdem Kriterien fĂŒr eine rationale Wahl zwischen den beiden Konzepten diskutiert werden, wird die Wahl eines Konzeptes gerechtfertigt. Thus, it seems necessary to intensify the theoretical and conceptual debate on the very meaning of sustainable development. In this article, we wish to contribute to the problem of how to choose rationally between the competing concepts of 'weak' and 'strong' sustainability. We present the arguments which seem crucial in this respect and, moreover, argue that a slightly modified version of strong sustainability should be chosen. In the final sections we analyse the concept of natural capital and outline some practical consequences of this choice for conservation and investments in natural capital." (author's abstract
